City Directors to Enact Short-Term Rental Regulations

Little Rock City Directors are poised to consider implementing regulations and even a temporary moratorium on short-term rental units in Ward 3. The decision comes amidst ongoing debates and concerns over the impact of these rentals on the city’s neighborhoods and property values.

Concerns from Directors and Residents

Vice Mayor Kathy Webb expressed her dissatisfaction with the current enforcement of short-term rental regulations during a city board meeting. Webb’s concerns echoed those of various directors, including Director Kathy Webb, who have received complaints from their constituents about the issues surrounding these rentals. This includes loud parties, excessive trash, and general disruptions to residential areas.

Ordinance and Permitting Structure

The proposed ordinance aims to set a regulatory framework that balances the rights of property owners with the need to protect neighborhood quality of life. Under the ordinance, short-term rental owners would need to obtain special-use permits and undergo annual inspections to ensure safety standards. Further, the maximum number of guest rooms is capped at five, and a responsible party must be available 24/7 to address any issues that arise.

Different Opinions on Property Rights

The debate surrounding short-term rentals also touches on fundamental property rights. State Rep. Brit McKenzie argues that individuals have the right to use their property as they see fit, including for short-term rentals. On the hand, North Little Rock Mayor Terry Hartwick emphasizes that property rights must be balanced against the potential negative impacts on surrounding properties and that regulations are necessary to ensure order and safety.
